TikTok will let you launch an ad group in the UAE for $20 a day, and most accounts are approved in under 24 hours. That is the easy part. The hard part of TikTok ads is everything around the button: which objective to pick, how to target Arabic and English audiences across the UAE and Saudi Arabia, what the video must look like so it is not rejected, and how to prove it produced a lead. Every rule and number below was checked on TikTok's own help pages.

What TikTok ads are, in three sentences

TikTok ads are paid videos and image carousels that appear in the For You feed and other TikTok surfaces, bought through an auction in a self-serve tool called TikTok Ads Manager. You choose an objective, an audience, a budget and a creative, and TikTok's system decides who sees the ad and charges you for the results you asked for. The same account can also run Spark Ads, which promote an existing organic post from your account or a creator's, so the likes and followers stay on the original post.

How to run ads on TikTok: setting up the account

Everything starts with a TikTok for Business login and an ad account. TikTok's account setup guide asks for six things: country or region, industry, legal business name, time zone, phone number and currency. The business name has to match your trade license because TikTok uses it "to verify your business for legal and billing purposes," and most account reviews finish in under 24 hours.

If more than one person will touch the account, set up TikTok Business Center first; it holds ad accounts, TikTok accounts, pixels, catalogs, audiences and leads in one place and shares access without sharing passwords.

One regional catch: TikTok's list of countries for self-serve ad account creation in Business Center includes the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Oman and Egypt, but not Lebanon. Lebanese businesses should check the country list on the signup page and expect to work through an agency partner if their country is not offered.

Campaign objectives and structure in TikTok Ads Manager

TikTok Ads Manager uses the same three levels as Meta. According to TikTok's ads structure page, the campaign holds the objective and campaign budget; the ad group holds placements, audience, budget, schedule, optimization goal and bidding method; the ad holds the format, media, display name, text, call to action and tracking. TikTok groups its objectives into three stages:

  • Awareness: Reach, to "show your ad to the maximum number of people."
  • Consideration: Traffic, Video Views, Community Interaction (followers, profile visits, livestreams) and Branded Mission.
  • Conversion: App Promotion, Lead Generation and Sales, which sells "products from your TikTok Shop, website, and app."

For a UAE service business the honest choice is usually Lead Generation or Sales. Lead Generation can send people to an instant form inside TikTok, to your website, or to "TikTok Direct Messages and popular instant messaging apps." That last option matters because the Gulf runs on WhatsApp: TikTok's Instant Messaging Ads send the viewer to WhatsApp, Messenger or Zalo, and the setup guide requires "a unique phone number for the WhatsApp Business API that is not used in any other WhatsApp personal or business accounts."

You also choose between a manual campaign, a Search campaign and a Smart+ campaign, which automates targeting, optimization and creative rotation while you supply "your Key Performance Indicators, creative assets, and target geography and language." Smart+ suits advertisers with several good videos and no time to manage ad groups, not those who need to control which emirate or language sees which ad.

Targeting options in the UAE and Saudi Arabia

TikTok's targeting dimensions are demographics, audiences, advanced targeting (interests and behaviors), device type and Smart Targeting. Selections inside one dimension combine with OR, selections across dimensions combine with AND, and "available targeting locations will vary by market." In practice:

  • Location. TikTok supports location targeting down to city and postal code, but "some targeting options are not available in all countries or regions," and the list depends on where the account was registered, so build the account in the country you sell in. The whole Gulf, plus Lebanon, Egypt and Jordan, is on TikTok's Middle East and Africa location list.
  • Language. Language targeting sits in the ad group demographics, but TikTok's ad language policy says it "is not a substitute for using a country/region's accepted language." For the UAE and Saudi Arabia, TikTok's ad format policy trusts you "to make the decision to use the language of the target market in ads." Run Arabic and English as separate ad groups so you can read results separately.
  • Audiences. Custom audiences from your pixel, customer lists and video engagers, plus lookalikes. TikTok's targeting best practices warn that a narrow audience "may cause Ad Groups difficulty exiting the learning phase."
  • Placements. The options are TikTok itself, the Global App Bundle (apps such as CapCut) and the TikTok Ad Network. Start with TikTok only until you know your cost per lead.

TikTok ads cost: minimum budgets and billing currency

TikTok does not publish a price per thousand impressions or per click; the auction sets those, and they move with the season, the audience and the video. What TikTok does publish is the floor. Its budget page states that a campaign budget, daily or lifetime, "must exceed $50" and an ad group daily budget "must exceed $20." A lifetime ad group budget is the minimum daily budget multiplied by the scheduled days, so a 31-day ad group needs at least $620, and you cannot switch between daily and lifetime once live.

Billing follows the registration country. TikTok's EMEA payment methods page lists AED and USD for the United Arab Emirates, SAR and USD for Saudi Arabia and QAR and USD for Qatar, paid by bank card for the local currency and by card or PayPal for USD. Lebanon does not appear on that page.

Bidding is simpler than on Meta: the budget and bidding FAQ describes Maximum Results, which "does not require a bid," alongside target cost per result. And since TikTok's creative best practices recommend "between 3-5 different creatives per ad group and 3-5 diversified ad groups per campaign," your real minimum is several ad groups at $20 each, not one.

The 5-second minimum comes from TikTok's ad review FAQ, which lists "video length outside the 5-second to 10-minute requirement" among rejection reasons, says most ads are reviewed within 24 hours, and warns that editing the creative or the targeted location triggers a fresh review.

For Spark Ads, the creator generates a code from the post's ad settings in the TikTok app and chooses how long the authorization lasts; you paste it in Ads Manager, up to 20 codes at a time. All engagement "will be attributed to the original organic post," which is why we recommend Spark Ads for creator work.

Creative rules that work in the region

TikTok's creative best practices are the baseline: shoot vertical at 720p or higher with sound on, put the hook in the first 6 seconds and the proposition in the first 3, feature real people, and keep text at 5 to 10 words per second inside the safe zone. Three regional layers sit on top.

Arabic captions, even on English videos. Much of the UAE audience reads Arabic more comfortably than English, and Saudi Arabia is Arabic-first. Burn Arabic subtitles into English voiceovers, and shoot a native Arabic version rather than a translation when you can. TikTok's Multilingual tool adds translated audio and captions automatically, but only for Smart+ App Promotion and Sales campaigns, so lead campaigns need the captions done in the edit.

Creators, and the paperwork that comes with them. In the UAE, an individual who publishes advertising content on social media, "either for compensation or free of charge," needs the advertiser permit issued through the UAE Media Council; the service page lists it as free for the first three years and AED 1,000 after that, with three working days' processing and a required training program. Saudi Arabia has its own Mawthooq license for creators who advertise through personal accounts; confirm the current conditions with the authority before signing a Saudi creator. Ask for the permit before you ask for the Spark code.

Ramadan is a season, not a week. TikTok's Ramadan 2026 playbook for the region, based on research with Ipsos, reports that 43% of TikTok users discover Ramadan content on the platform, 60% bought a product after seeing it, and 72% spend more than they budgeted. Ramadan 2027 is expected to begin around 8 February, subject to moon sighting, so have creative approved by mid January with separate videos for the pre-Ramadan, iftar and Eid phases. Measurement: the TikTok Pixel and events

Do not spend on a Sales or Lead Generation campaign until the pixel is live. The TikTok Pixel is code on your site that lets you "measure ad campaign performance" and "optimize your campaigns and find new customers." Use TikTok's standard events rather than inventing names: ViewContent, AddToCart, InitiateCheckout, Purchase, Lead (SubmitForm in older setups), Contact, Schedule and CompleteRegistration cover most UAE businesses. Purchase, AddToCart and ViewContent accept value, currency and content_ids, so a Dubai store can report revenue in AED.

Then add the Events API, which sends the same events from your server, app or CRM, because "connectivity issues and browser inconsistency can impact conversions reported via Pixel." With both live, event deduplication is mandatory: send the same event_id and event name through both channels and TikTok "will record the first event received." For instant forms, the form builder requires a privacy policy link, offers "More Volume" and "Higher Intent" form types, and returns leads "through API, CSV downloads, or within your integrated CRM system." Wire the CRM sync before launch; a lead that sits in a CSV for two days in Dubai has already been called by someone else.

Mistakes to avoid

  1. Registering the account in the wrong country. Locations, currency and payment methods follow it, and you cannot change it without a new account.
  2. One ad group, one video, $20 a day. TikTok's guidance is three to five creatives per ad group and three to five ad groups per campaign. Underfunded tests produce noise.
  3. Mixing Arabic and English in one ad group. You cannot see which language converts, and ad text must match an accepted language in every targeted country.
  4. Launching without the pixel and Events API. The Sales objective has nothing to optimize toward, and you cannot build retargeting audiences.
  5. Editing live ads every day. Each creative or location edit sends the ad back into review for up to 24 hours. Decide, wait, then read.
