How to Set Up Meta Business Portfolio: Page, Business Suite, Ad Account and Pixel in the Right Order

Meta Business Portfolio setup in the right order: create the Facebook Page first, then the Portfolio, then add the ad account, Pixel and people with roles.

Half the Meta Ads problems we untangle for students have nothing to do with ads. The Page belongs to a former employee's personal account. The ad account was created outside the Portfolio and cannot be shared with the agency. The Pixel is attached to the wrong business. All of it comes from doing the setup in the wrong order. Here is the order, and what to do at each step.

The Meta business hierarchy, top to bottom

Meta's business tools connect in a fixed hierarchy, and understanding it is what makes Ads Manager make sense. From the top:

  1. Personal Facebook account. Required to log in and create or manage anything on Meta. It is the key, not the business.
  2. Facebook Page. The foundation of your business presence. It must exist before you set up a Business Portfolio.
  3. Meta Business Suite. The dashboard where you manage content, messages, insights and business settings.
  4. Business Portfolio. The container that holds all your business assets, formerly called Business Manager.
  5. Business assets. Pages, Instagram accounts, ad accounts, catalogs, Pixels, domains and more.
  6. People and partners. Roles and permissions for your team, and access for agencies.
  7. Ad account structure. Inside each ad account you build campaigns, then ad sets, then ads.

Everything below the Portfolio is owned by the Portfolio, not by a person. That is the whole reason to set it up properly.

Step 1: Create the Facebook Page

Create the Facebook Page first, because it is the asset every other part of the setup attaches to. A Page is different from a personal profile: it is built for businesses, brands and public figures, it is publicly visible, and it unlocks Meta Business Suite, Ads Manager, Page Insights, a messaging inbox, reviews and call-to-action buttons. Through it you advertise, get discovered in search, manage comments and messages at scale, and connect Instagram and WhatsApp. You need a personal Facebook profile to create and manage it, and you can assign roles (admin, editor, moderator and more) later.

On desktop:

  1. Go to the Pages section on Facebook and click "Create new Page".
  2. Add your Page name (your business or brand name).
  3. Add a category, for example Bakery, Marketing Agency or Fitness Center.
  4. Add a short bio describing what you do, up to 255 characters.
  5. Click "Create".

Then apply the settings we recommend before anything else:

  • Add a profile picture (your logo) and a cover photo (a branded banner).
  • Add contact details: phone, email, website.
  • Add your location and business hours if they apply.
  • Edit the call-to-action button: Contact Us, Book Now or Send Message.
  • Invite your Facebook friends to like the Page.

Keep visuals branded, use the same username as on Instagram, post an introductory post right after setup, and pin a welcome post with a short business intro so a visitor from an ad understands who you are in one glance.

Step 2: Create the Business Portfolio and add assets

Once the Page exists, create the Business Portfolio, the umbrella under which you manage your Pages, Instagram accounts, ad accounts, Pixels, catalogs, WhatsApp and other assets. You work with it inside Meta Business Suite. It lets you invite team members and assign permissions, and it is what keeps ads, tracking and access secure.

Add assets in this order:

  1. Pages. Add the Page you just created. Everything else refers back to it.
  2. Instagram account. Connect your Instagram business account if you have one, so ads can run on both placements.
  3. Ad account. Create a new one inside the Portfolio, or request access to an existing one. Creating it here, rather than from a personal profile, is the most important decision in the setup.
  4. Catalogs. Useful if you sell products online and want product ads.
  5. Pixels. Used for tracking website behaviour and ad performance. Install the Meta Pixel with the Conversions API from day one; without tracking you are advertising blind.
  6. WhatsApp Business. Link your WhatsApp number to run click-to-WhatsApp ads, which matter a great deal in Lebanon and the Gulf.

Business Settings is where you will keep coming back. Its sections are Users, Accounts, Data Sources, Brand Safety, Integrations and Security Center; access control, domain verification and Pixel tracking all live there.

Step 3: Add people with the right roles

Give each person the lowest role that lets them do their job. The difference between the roles is mostly about money and settings.

Each person is then assigned to specific assets, so an Employee can manage the Page and the ad account without touching the catalog. Add agencies as partners, not people, so their access can be removed in one click when the engagement ends.

Why this order matters

The order matters because each layer is owned by the one above it, and assets created in the wrong place are hard or impossible to move. A Page never added to a Portfolio lives on someone's personal account. An ad account created from a personal profile cannot easily be shared with a partner. A Pixel created under the wrong business cannot be attached to your ads.

Do it in sequence, Page then Portfolio then assets then people, and the business owns everything, the team has the access it needs, and an agency can be added or removed without anyone sharing a password.

Common access mistakes

The most common mistake is building the business on a personal login: one person creates the Page, the ad account and the Pixel from their own profile, and when they leave, the business loses all of it. Other mistakes we see every cohort:

  • Making everyone an Admin because it is easier. Admins can change payment methods and remove other admins.
  • Giving an agency a personal login instead of partner access.
  • Creating a second Portfolio because nobody could find the first, then running two Pixels on one site.
  • Skipping domain verification, which later blocks features on your ads.
  • Installing the Pixel without the Conversions API, then wondering why conversions do not match the website's numbers.
  • Leaving former employees in Users. Audit the list every quarter.

Frequently asked questions

Do I need a Business Portfolio to run ads? You can run ads from a personal ad account without one, but you should not. The Portfolio gives the business ownership of the ad account, Pixel and Page, and lets you share access safely.

Is Business Manager the same as Business Portfolio? Yes. Business Portfolio is the current name for Business Manager. Older tutorials and many practitioners still use the old name.

Can I move an existing Page into a new Portfolio? Yes. Add it as an asset from Business Settings and confirm the request from the Page. The Page keeps its followers, posts and history.

Who should be the Admin? The business owner, with one trusted backup. Everyone else, including whoever runs your ads day to day, should be an Employee assigned to the assets they need.
