WhatsApp marketing is the use of WhatsApp Business tools to acquire, convert and retain customers through one-to-one and one-to-many conversations. It covers inbound chats that start from ads, links and QR codes, outbound messages to people who opted in, and automation that answers, qualifies and follows up. In the Gulf and Lebanon it usually replaces email as the main sales channel, because customers reply within minutes.

WhatsApp business marketing: the app or the API?

Which product you use depends on volume and team size. Meta's comparison page calls the WhatsApp Business app "a free-to-download app" for small businesses, and says the WhatsApp Business Platform "is not an app at all," but a collection of APIs for messaging at scale.

Opt-in: the rule everything else depends on

You may only message a person who gave you their number and agreed to hear from you. Meta's Business Messaging Policy sets two conditions: "they have given you their mobile phone number" and "you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you."

Local rules point the same way:

  • Saudi Arabia. Article 28 of the Implementing Regulation of the Personal Data Protection Law requires consent before sending advertising material where there was no prior interaction, a named sender, a free opt-out as easy as the opt-in, and evidence of consent on file.
  • UAE. The TDRA's Regulatory Policy on Unsolicited Electronic Communications defines spam as marketing electronic communications "sent to a Recipient without obtaining that Recipient's Consent," and requires an unsubscribe option in every marketing communication.
  • Lebanon. We found no messaging-specific rule from a Lebanese regulator, so Meta's policy is the rule in practice.

A good opt-in is a checkbox on a lead form, a customer who messaged you first, a click on a WhatsApp ad, or a scanned QR code. A bought "database" or a scraped group is not.

WhatsApp message marketing costs in 2026: the per-message model

Since 1 July 2025 the API charges per delivered template message, not per conversation. Meta's pricing documentation says: "You are only charged when a template message is delivered." A template is a pre-approved outbound message in one of three paid categories, per Meta's template categorization guide: marketing (offers, promotions, cohort announcements, anything persuasive), utility (non-promotional and specific to the user, such as a booking confirmation) and authentication (one-time passwords).

Replies inside the 24-hour customer service window, which opens every time the customer messages you, are service messages and have been free since November 2024. From 1 October 2026 Meta will charge for service messages and for utility templates sent inside the window, at the market's utility rate.

Utility and authentication messages get volume discounts; marketing messages do not. A Dubai training center sending 5,000 marketing messages a month pays Meta roughly AED 916.

A conversation that starts from a click-to-WhatsApp ad opens a 72-hour free entry point window in which, in Meta's words, "you can send any type of message to the user at no charge." Meta also caps how many marketing templates one person receives from all businesses combined: under its per-user limits, messages to someone "less likely to be receptive" fail with error 131049 and are not charged.

Broadcast lists and their limits

On the app, a broadcast list sends one message to many contacts as separate private chats, and Meta's help page is explicit: "Only contacts who've added your number to their phone's address book will receive your broadcast message." Everyone else is silently dropped.

The app also offers paid marketing messages (business broadcasts in some countries) that reach people who have not saved you. Meta's help center says you "pay for each message that is delivered to a receiver you chose within five days of being sent," and that the feature "is currently available in limited countries."

On the API the ceiling is the messaging limit: the number of unique phone numbers you can message outside a customer service window in a moving 24-hour period. A new number starts at 250, moves to 2,000 after business verification or 2,000 delivered templates in 30 days with a high quality rating, then climbs to 10,000, 100,000 and unlimited while quality stays high. Blocks and reports lower the rating and freeze the limit.

Catalogs and click-to-WhatsApp ads

A catalog turns your profile into a storefront. Each item needs "a unique title, at least one image displaying the product or service, and the country of origin," and prices are "only available in certain countries," per the catalog help page.

Click-to-WhatsApp ads are the most reliable way to fill a list with opted-in people, because the customer messages you first. Meta's Ads Manager guide says they "send people that click on your ads directly into conversations with your business on WhatsApp," from any objective, once your number is connected to your Facebook Page or business portfolio. Use a pre-filled first message ("Hi, I want the October cohort dates"), reply within 24 hours to unlock the free 72-hour window, and run Arabic and English creatives as separate ads so the first reply matches the customer's language. Automation and chatbots

On the app, automation means greeting messages, away messages and quick replies for the questions you answer every day. Make the away message promise a reply time and keep it.

On the API, a chatbot built through your provider can qualify a lead, book a slot, send the price list and hand over to a human when it gets stuck. How to do WhatsApp marketing step by step

  1. Get a dedicated number and a business profile with address, hours, website and a description in Arabic and English.
  2. Pick the product. App for one operator and a small list; API through a provider once you need a team inbox or automation.
  3. Build opt-in entry points. Website button, QR code at the counter, a checkbox on every form, click-to-WhatsApp ads.
  4. Write your templates in Arabic and English, submit promotions as marketing (Meta re-categorizes disguised ones), and say who, what, when, price, one link.
  5. Set the follow-up sequence. Two to four touches over ten days, then stop.
  6. Automate the first minute. Greeting or bot reply, quick replies, a human for anything with money in it.
  7. Segment with labels. New lead, quoted, booked, paid, alumni. Never send to everyone.
  8. Measure weekly. Delivered, read, replied, booked, blocks.

Why bulk tools and unofficial apps get numbers banned

Meta's help page on unauthorized bulk messaging says, "Our products are not intended for bulk or automated messaging, both of which have always been a violation of our Terms of Service," and adds that WhatsApp takes legal action against companies that sell such abilities.   • Delivered rate. A sudden drop on the API means stale numbers or per-user caps; on the app it means people did not save you.
  • Read rate. Watch the trend; a fall week after week on the same template signals fatigue.
  • Reply rate. The number that matters. Ask a question in every message.
  • Block and report rate. Pause any template that pushes the quality rating from green to yellow.
  • Cost per booking. Meta fees plus provider fees plus ad spend, divided by paid bookings. Give each entry point its own pre-filled message so you know where the booking came from.

Mistakes to avoid

  1. Marketing from a personal number. No profile, no catalog, no labels, and a ban takes your personal chats with it.
  2. Buying a list. It breaks Meta's policy and the consent rules in Saudi Arabia and the UAE, and the blocks lower your quality rating.
  3. Bare links. Write https://www.yoursite.com/page in full, every time.
