Most Meta ad accounts we see from small businesses have one audience: everyone in the country, aged 18 to 65. The second most common setup is the opposite problem, five ad sets targeting nearly the same people and bidding against each other. Both waste money, and both come from not knowing the three audience types and the one number that tells you when they collide.

The three audience types

Meta has three audience types, and each does a different job in a campaign.

A saved audience is what most people mean by "targeting": you describe the person and Meta finds them. A custom audience is built from your own data: a pixel on your site, a customer list, or engagement with your page, profile or videos. A lookalike takes a custom audience as its source and finds similar people. The 1 percent in "1 percent lookalike" is the one percent of people in the chosen country who most closely resemble the source; larger percentages reach more people who match less closely.

AND vs OR: how targeting logic changes audience size

OR statements expand an audience and AND statements narrow it, and knowing which you are building is the difference between reaching 800,000 people and reaching 8,000.

  • OR (expand): interested in fitness OR wellness. Anyone who matches either interest qualifies. Use this when your first audience is too small or your cost per result is high because Meta has too few people to choose from.
  • AND (narrow): interested in fitness AND follows a competitor page. A person must match both. Use this when you need precision, such as a premium clinic in Dubai that only wants people who already show interest in aesthetic treatments and can afford them.

In Ads Manager, adding interests in the same box creates OR logic. Using "narrow audience" creates AND logic. Our advice in the program is to start broad and let the algorithm do the narrowing, because Meta's delivery system is better at finding buyers inside a large pool than a beginner is at guessing the right combination of interests.

Audience overlap and the 30 percent threshold

When two ad sets target the same people they compete against each other in the auction, which raises your costs, fragments your data and makes optimisation harder. Meta will not warn you loudly. You will just notice that CPMs creep up and that neither ad set can leave the learning phase because results are split between them.

Use the Audience Overlap tool in Ads Manager to compare audiences before you launch. It shows what percentage of one audience also sits inside another. Overlap above 30 percent is concerning. When you find it, you have three fixes:

  1. Merge the ad sets. If two audiences are mostly the same people, one ad set with the combined audience is cheaper and gathers data faster.
  2. Exclude one from the other. In the retargeting ad set, exclude the lookalike; in the lookalike ad set, exclude website visitors and engagers. Now each person can only be in one.
  3. Separate by objective. Run the cold audiences under a Leads campaign and the warm custom audience under a separate campaign, so they are not fighting for the same budget.

The most frequent overlap is a lookalike of engagers running next to an interest-based saved audience in the same city. In a small market like Lebanon the two can end up being largely the same people.

Placements and formats, briefly

The recommendation is to use Advantage+ Placements and let Meta deliver across Facebook, Instagram, Messenger and Audience Network to find the best results. Manual placements are there when you need them: Feed (square or vertical), Stories and Reels (vertical 9:16), Right column (desktop only), Marketplace, Search, In-stream video and Audience Network.

Format matters more than placement for most small businesses, and the best format depends on the objective.

Whatever the format, add subtitles to video for sound-off viewing, and build creative in vertical 9:16 so Stories and Reels are not served a cropped square.

A first-campaign audience plan for a local service business

A physiotherapy clinic in Beirut, a gym in Riyadh or a dental practice in Dubai can launch a clean first campaign with three ad sets that do not overlap.

  1. Ad set 1, saved audience (cold). Location: the city or a radius around the clinic. Age: the range that matches your actual patients. Interests: two or three related terms joined with OR, such as physiotherapy OR sports injury OR running. Keep it wide; the location already narrows it.
  2. Ad set 2, custom audience (warm). Everyone who engaged with your Instagram profile or Facebook page in the last 90 days, plus website visitors if the pixel is installed. This is your cheapest source of leads because these people already know you.
  3. Ad set 3, lookalike (cold, smarter). A 1 percent lookalike of your best source: past patients from a customer list, or website visitors if the list is too small. Exclude the custom audience from ad set 2 so a warm person never lands here.

Then open the Audience Overlap tool and compare ad set 1 with ad set 3. If the overlap is above 30 percent, exclude the lookalike from the saved audience or merge the two. Before you launch, make sure the campaign objective is Leads and not Traffic; the objectives are explained in Meta Campaign Objectives Explained.

Frequently asked questions

How big does a custom audience need to be before I build a lookalike from it? Bigger is better because Meta has more signal to learn from. A lookalike of past purchasers or leads will always beat a lookalike of a handful of page engagers. If your source is tiny, run an Engagement campaign first to grow it.

Should I use a 1 percent or a 5 percent lookalike? Start with 1 percent, which is the closest match to your source. Move to larger percentages when the 1 percent audience is exhausted, meaning frequency is climbing and results are slowing.

Can I combine a saved audience with a lookalike in one ad set? Yes. Layering interests on top of a lookalike narrows it with AND logic. It is usually unnecessary because the lookalike already carries the signal. Test it against the plain lookalike before you keep it.

What overlap percentage is safe? The threshold we teach is 30 percent. Below that, the auction competition is minor. Above it, merge, exclude or separate the ad sets.
